How to Verify Legal Titles When Buying a Plot in Uttar Pradesh

Legal verification is the most critical step in any plot purchase. This guide walks you through UP's land records system, online verification portals, and the exact documents every buyer must demand before paying.

In Uttar Pradesh, land fraud is rare when buyers do basic verification. The state has digitised most records. This guide shows you exactly what to check, where to check it, and what to do if something looks wrong.

1. UP Bhulekh: The Starting Point

Visit upbhulekh.gov.in. Enter the village name, khasra number, and khata number provided by the seller. The portal shows the current owner, land classification (agricultural vs. residential), and area. If the seller's name does not match, stop immediately.

2. Sub-Registrar Registry Check

Every sale deed is registered at the local Sub-Registrar office. Ask for the deed number and registry date. You can verify these at igrsup.gov.in. Look for: (a) correct property description, (b) correct seller and buyer names, (c) stamp duty paid, (d) no encumbrance certificate issues.

3. Mutation (Dakhil Kharij) Verification

Mutation is the process of updating revenue records after a sale. It is not automatic — the buyer must apply. Ask the seller for the latest mutation order. Cross-check at the Tehsil office or via the online revenue portal. Unmutated land cannot be resold easily.

4. Essential Documents Checklist

Demand certified copies of:

  • Sale deed (last 30 years)
  • Mutation order / Khatauni
  • Encumbrance certificate (EC) for 13 years
  • NOC from Tehsil for non-agricultural use
  • Layout approval from District Magistrate (for colonies)
  • Power of Attorney (if seller is not the owner)
  • Death certificate and legal heir certificate (if inherited property)

5. Red Flags in Legal Documents

Be cautious if you see:

  • Multiple mutations in a short period (possible flipping)
  • Discrepancy between Bhulekh area and deed area
  • Owner name differs across documents
  • Power of Attorney from someone who is not a blood relative
  • Property involved in any court case (check civil suit registry)
  • Seller reluctant to let you verify independently
